REQUEST FOR RELEASE OF FUNDS

On or about September 13, 2021 the Charter Township of Canton will submit a request to the US Department of Housing and Urban Development for the release of Community Development Block Grant funds under Title One of the Housing and Community Development Act of 1974, as amended, to undertake the following projects: Project # 1 Heritage Park ADA Playground for the purpose of creating new ADA playground structures, $141,134, in the middle of Canton Township near the crossroads of Canton Center and Heritage Park drive.

 FINDING OF NO SIGNIFICANT IMPACT

The Charter Township of Canton gives notice that it has been determined that the release of funds for the above projects will not constitute an action significantly affecting the quality of human environment and accordingly the Charter Township of Canton has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA, 42 USC 4321).

The reasons for this decision not to prepare such statement are as follows: No serious environmental adverse impacts or hazards were identified in the course of the environmental review.

An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Finance Department, 1150 Canton Center S., Canton MI 48188 and may be examined or copied weekdays 9 A.M to 4 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Canton Finance Department, 1150 Canton Center S., Canton MI 48188. All comments received by September 26th will be considered by Canton Township prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The Charter Township of Canton certifies to HUD that Anne Marie Graham-Hudak in her capacity as Supervisor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Charter Township of Canton to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the Charter Township of Canton’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Charter Township of Canton; (b) the Charter Township of Canton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at The Detroit CPD’s e-mail for objections is CPD_COVID-19OEE-DET@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.

The Charter Township of Canton is amending its 5 Year Consolidated Plan July 1, 2016 to June 30, 2021 and the Annual Action Plan for Program Year (PY) 2018 from July 1, 2018 to June 30, 2019 for Community Development Block Grant (CDBG) funds at $323,085 increased to $678,188.

The Finance Department encourages all parties to participate at a PUBLIC HEARING on Tuesday, February 26, 2019, at 7:00 PM at the Canton Administration Building – Board Room, 1150 Canton Center S, Canton, Michigan. Otherwise all communications should be addressed in writing to the Financial Analyst, Canton Township- Finance Department, Mike Sheppard, 1150 Canton Center S, Canton , Michigan, 48188.

Canton will provide technical assistance to citizens and groups representative of persons of low and moderate income that request such assistance in developing funding request proposals and in the review of program activities and program performance. In addition, Canton will make adequate provisions to assist non-English speaking residents in interpreting program opportunities and provisions on a case-by-case basis, as well as provide auxiliary aides and services for individuals with disabilities. Program Overview

Community Development Block Grant Program (CDBG) is an entitlement program of the U.S. Department of Housing and Urban Development (HUD). Authorized under Title I of the Housing and Community Development Act of 1974, CDBG funds are used to address a wide range of eligible housing and community development activities. The program assists the development of viable communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate income. The complete regulations governing the CDBG program are found at the Code of Federal Regulations, 24 CFR 570.

Notice of Funding Availability

The Charter Township of Canton announces the availability of approximately $300,000 in CDBG funds for housing and community development activities beginning July 1, 2020. CDBG program income or reprogrammed CDBG funds may also be available under this announcement. Canton will accept sealed applications at the Office of the Clerk up to 3:00 p.m. Thursday, April 9, 2020.

Consolidated Plan (ConPlan) FY 2016-2020

The Community of Canton has completed its Five-Year Consolidated Plan, a planning document for the use of HUD funds under the Community Development Block Grant (CDBG). This plan is used to address housing and community development needs for low and moderate income residents and those with special needs.

Program Year Annual Action PlanS

The intent of the Annual Action Plan is to identify how Canton will utilize the federal grant funding received from the U.S. Department of Housing and Urban Development (HUD) during the program year (July 1, 20XX - June 30, 20XX) to address the priority needs identified in Canton’s Consolidated Plan. Program Year  Consolidated Annual Performance and Evaluation Report (CAPER)

Within 90 days after the end of their program year, state and local governments that receive CDBG, HOME, ESG, and HOPWA funds directly from HUD must ensure that all activity information in IDIS is up-to-date as of the last day of the program year. This process is called end-of-year reporting.

End-of-year reporting fulfills three purposes by helping the grantee:

  1. Meet CAPER requirements.
  2. Produce accurate IDIS reports, some of which must be made available to the public.
  3. Ensure that HUD will have the most current information during its annual assessment of a grantee’s performance.

Caper Requirements

Grantees must submit a Consolidated Annual Performance and Evaluation Report (CAPER). IDIS makes the CAPER process, outlined in a Memo on Reporting Instructions, more effective and efficient.

By providing detailed financial and beneficiary information, the CAPER explains how a jurisdiction is carrying out its housing and community development strategies, projects, and activities.

CDBG Funds Must be Used to Address One of Three National Objectives:

  • Benefit low-to-moderate income persons;
  • Prevent or eliminate slums and blighted conditions;
  • Meet an urgent need

Canton Township, as an entitlement community with a population over 80,000, receives an annual allocation of CDBG from HUD. The Township re-grants some of these funds to local nonprofit agencies to accomplish community needs as identified in Canton's Consolidated Plan. The Community Development Block Grant Advisory Council reviews applications for these grants and makes funding recommendations to the Board of Trustees. Grant applications are typically due in early December for the following program year (PY).

The Consolidated Plan is a five-year plan that provides a basis and strategy for the use of the City's Federal entitlement funds, including the Community Development Block Grant (CDBG).

Eligible Activities

The CDBG Advisory Council held a Program Year (PY) 2015 Community Development Block Grant (CDBG) Public Hearing on April 22, 2015.

The Canton Township Board of Trustees held a Program Year (PY) 2014 Community Development Block Grant (CDBG) Public Hearing on May 12, 2015.

The public hearings were held pursuant to the Final Rule for Consolidated Submission for Community Planning and Development Programs (24CFR Part 91.105 effective February 6, 1995).

The purpose was to obtain citizens’ views and comments on the proposed CDBG budget, which is an estimated $330,769 in funding. PY2015 runs from July 1, 2015 - June 30, 2016.

The proposed PY2015 budget can be obtained during the hours of 8:30 am to 4:30 pm in the Finance & Budget Department located at 1150 S. Canton Center, Canton, MI 48188.
